Peter Thiel made the observation recently that, the Bay Area is liveable by people on average means, if you exclude the cost of accommodation. So rather than having to dig for all kinds of obscure reasons for the exodus from the area, fix that problem. It obviously requires a massive increase in the amount of affordable housing but, as has been said, the city council is too busy discussing banning office kitchens.
